I used to live in Sac (until about 4 years ago) and I think Folsom is the closest outlet mall. There is the Arden Mall, which it sounds like you'll be close to, but I know you want to avoid the malls. I'll let you know if I think of anything else.
Edit: It looks like there's a Once Upon a Child on Arden Way a few miles from the area you'll be in.

Try the Thrift Town in the florin area, they have a better selection than the thrift town in fair oaks. If you sign up for their mailing list they often give away 10$ off 20$ plus the tag sale discount.

Sac bees, help me out. I hate buying retail for baby clothes, but it looks like I'm going to have to break down and get some new winter clothes for my DD this week while we're in town. I know about the outlet malls at Folsom, but is there anything closer to town? Specifically, we'll be in the Arden Fair/Cal-Expo area, although I don't mind driving a bit for a better deal.
Also, if you know of any consignment or used baby clothes stores (like Once Upon a Child, etc...) in the area, that would work, too. I just don't want to buy her a whole new wardrobe at the mall because I'll spend way too much money for clothes she'll outgrow in a few months.
