If I may ask, what is your budget per bag and how many bags are you looking to create?
There are so many local-to-San Diego vendors out here and they will probably offer discounts based on volume purchased. I've listed some of them for you privately but I'll repeat them here in case there are other SD brides who are also looking:
Carlsbad Gourmet, Rubio's, Jack-in-the-Box, Stone Brewery, Temecula Olive Oil Company, there are a multitude of Temecula-based wineries, apple products from Julian, Jer's Chocolates, Chuao Chocolatier, Nana's Cookie Company, PETCO (for the pet owners), Callaway, Taylormade, Cobra Golf, Island's Burgers, Kashi, Hotdog on a Stick, Alesmith Brewing, Chicken of the Sea, and a ton of local brewers.
With San Diego being so close to Mexico, I would look into Mexican snacks too. Those are usually inexpensive and local grocers have a wide variety.
How about SD post cards, chargers stuff, tamecula wine, beach towel?

We used these San Diego tote bags and filled them with snacks, maps, & tourism pamphlets. Our guests loved them!
@LindsayClayton: Ooooer! Those are awesome. Where did you get those? All of my FH's guests are from OOT. Those would be perfect!

So ive asked many befor just wondering if anyone has got anymore ideas for SD themed welcome bag help. Our wedding is in Oct in Carlsbad.
We will have a good amount of bags so were looking for not to crazy in cost per item.
Anything San Diego related. Local companys : food, candy, drinks, fun things i dont know lol
