I would ask the parents would they would prefer. At this age a highchair would probably be appropriate, but I know that if we were out somewhere at that age, my kids generally pretty much clung to me.
We are assigning tables, not seats, but are counting a seat for every child unless they are well under a year old. We are also having plenty of highchairs available - if a parent wants one, they will be able to grab it with help from a server.
Yes, I would give a 2 year-old their own seat for sure. Mom or dad may not want to hold them on their lap when they eat and at that age most kids feed themselves at least somewhat. :)

I will only be having a few children at my wedding, but am confused as to what to do about seating. All of the children will be sat with their parents, but 4 of the children will be about 2 years old. Do they get a chair? Do they sit on their parent's laps? Do I need to provide a high chair? What's the deal?
