Have you considered making your own?  I am sure you can find parts at a crafts store, then find a pair of inexpensive shoes, and voila!

@bump:  You can also find a pair of clip on earrings that you like-find them online, at a retail store, flea market, garage sale, or borrow something from an older relative, and use those.

Definitely Ebay.  I got most of my wedding jewelry on Ebay to save some room in the budget 🙂

Ah, I thought you meant you wanted to make the shoe clip, with the blank metal and then add flowers/beads/ribbon/whatever to customize the whole thing yourself.

If you are looking for premade clips, Etsy is definitely too expensive.  Ebay is extremely cheap, and there are lots of cute finds!

I bought the blank clips at Walmart for $3 then got jewelery pendants at a craft store on sale and glued them with E6000 glue.

Have you thought about buying two brooches, then gluing it on? thats what i am thinking about bc i want my bling centered and thats hard to do w/ the shoe clips…here is a good page on etsy for brooches and they are pretty cheap in my opinion
