    @mannellal: I would just ever so slightly bring it up.  Poor poochie, but dogs can handle rain.  Was there an area for him to get under?

    It depends if the dog normally spends most of its time outside. The house next to me ALWAYS have the dogs outside same with the people next to my parents.

    If they have had the dog for a long time it doesnt seem like they could just forget to bring him in. You never know they might have had him out there on purpose.

    @mannellal:That would irritate me.  First off, a tree isn’t sufficient protection in the rain.  You need to tell them that they should monitor their dog more and that he SHOULD NOT be messing or digging up your mulch in your lawn.

    So, I am unclear, sorry, as to whether this dog is just roaming free?  Regardless of them being cruel to pooch, they were also rude to YOU!  I would have a heart attack if I couldn’t find someone’s dog and they told me he’d be inside!!!  You could let them know you were freaked out.

    No Fence!  Okay, thanks!  Well, in that case, this is ridiculous and I would absolutely say that poor puppy was left out and you were freaked out.  They can’t just let him roam when they aren’t home.  He could get hit, or stolen.

    @mannellal:  So they just leave their doors open?  That’s unsafe for them!  Alas, I don’t think they’re going to care even if you remind them.
