I would send an invite. Those people are not obligated to attend the shower just because they're invited, but at the same time it's nice to let them know that they're still important to you even though they can't attend the wedding.
I have the exact same situation on my hands, and we've opted to invite them in order to include them as well:)

Hello,
I know you are obviously not supposed to invite people who aren't invited to the wedding... but what about people who have already told you they can't come to the wedding? Should they be invited to the shower? On the one hand, they may enjoy the chance to take part in one of the festivities. On the other hand, it may seem like a present grab. Anyone know what is correct in terms of etiquette?
