Usually you can use their picnic or open areas for a small donation.

I think you are going to have to really think outside the box if you want to host 200 people for $4,000. Even if $4,000 is ONLY for food + drink that is about $20/pp. I would recommend trying to cut down your guest list, and maybe planning an cocktail party only - not a full meal. Good luck!
State parks are good. We are getting married in Cheesequake State Park. Originally I was going to do a whole outdoor wedding, but my budget is only about $5500 for about 60 people. At first that doesn't seem bad at all. The cost to bring in tents (just in case of bad wheather), tables, and chairs was more than half my budget and that seemed too ridiculous. Plus now I would have to pay for the setup of everything, linens, and a million other things that hadn't occured to me. The venue is 5 min down the road and was cheaper including all the food.
We are still getting married at the park, which costed us $55 for the permit. $150 for some acoustic guitar for an hour, standing room for the actual ceremony (there are picnic tables around to sit in the meantime), and then a venue 5 min away at about $35/$40 a head.
There are so many things to think about when doing an outdoor wedding. I thought it would be super easy and reasonably priced to do a low key park wedding, but I soon found myself losing sleep over all that was involved and not being able to afford it.
If you want to have that many people, maybe do what my mom had originally told me to do which is a pot-luck wedding. You cover everything but the food and instead of gifts from your guests, everyone brings a dish. For that many people, many could completely cover all your alcohol needs as well.

Thank you ladies, I am realizing that outdoors is not always cheaper or easier than a regular venue, because of all the setting up and all the rentals needed... Hoping to find a solution..
