It's fine if it is immediate family only...word it like "we invite you to celebrate with us at a celebration of our marriage" and voila!
We were thinking about doing this as well, I didn't know if it was ok to invite some to the reception but not the ceremony.
I think it's fine- just play with the wording a little. You will find tons of examples for invitation wording that is "celebration only""
I just wasn't sure if I should make mention of the ceremony at all?
"You're invited to celebrate the marriage of the Flip Flops, at a shindig in their backyard"
as opposed to
"You're invited to celebrate with us following our private civil ceremony"
??

We're considering a very small (immediate family only) JoP ceremony, but then a bigger reception. I still want to send out STD's and Invites for the reception, but I have no idea how I would word it.
How can i invite people to a reception without hurting their feelings about not being invited to the ceremony?
