Looking at the back of the Emma, the gap is fairly small, so if you needed to over tighten to compensate for the larger size, you’d lose some of the drama of the corset back.  That being said, widening a corset back is not a horribly expensive alteration, though prices seem to range by seamstress and area.  I think the price I hear most frequently is around $175 to convert a zip back to a corset and your alteration might be a little less difficult.  Have you tried the 14 on with a full mermaid style slip? It might give you the flare you want with a smaller size.

Is the standard length not enough for your height? I would think it would be better to order a custom hollow to hem measurement than order a full size up.

So you’ve probably already made your decision here, but in case you did end up ordering the larger size and want your mind put at ease: I ended up needing to go down three sizes on the top of my dress (i.e., it would be like altering the top of your dress from a 16 to a 10) and I think it looked great after the alterations.
