I would recommend Designer's tailoring. It's a small family operation located in Palo Alto. Store front is not posh.

I had a great experience asking them to alter my qipao, which was suppose to be super fitted and fabrics of my qipao do not stretch so it allowed for very little error. The alteration was not cheap but reasonable. It turned out great! I would suggest limiting phone conversation to simple ones and go in person. I had difficulty understanding over the phone due to the accent but in person is great.
