I just started researching this!
You can find pretty inexpensive gable boxes ($0.30-0.50/each) at Papermart or Nashville Wraps. The only catch is that you have to order a case of 100. Both sites sell paper bags too.
Another option is cloth tote bags like these (http://www.4allpromos.com/scripts/pv/2931/100_Cotton_Tote.html) but they're a bit more pricey ~$1.00/bag (also with 100 qty minimum).
I know a lot of other bees have made some amazing OOT packages so just type in "OOT bags" in the search box near the header and you'll find all the bee posts on those.
I mentioned in one of the other OOT bag threads that we're using the Whole Foods canvas bags. They're $1 each but they have cute designs on them (in the past they've had grapes, honey, etc). Obviously there's no minimum purchase either! :)
Check out Michaels or your local craft store. You'll find white bags usually 10 for 5$. Getting plain bags gives your the opportunity to customize them by stamping them or sticking on a note thanking your guests!
Also check out Oriental Trading Company: Link here: http://tiny.cc/BAG and http://tiny.cc/bag2. They have a wide variety of bags if you wanted something different. One bag in particular I noticed was called a wedding favor bag. They are 48 for 3.95. They might seem a little too small for some but remember, the bigger the bag, the more you "feel" like you need to put it in!
Becareful with the paper bags, if you put heavy stuff in them (like water and fruit) they will tear, in fact most hotels will not deliver if they are not in a sturdy bag or box. I like the cloth bag idea so guest can use them while shopping around town but because we have to do so many, we didn't want to spend $50 just on bags so I went to Wal-Mart $1 fabric section, found some nice strudy fabric that was originally, $9/yard and got 15 yards of it. So I am hoping to make about 35 bags out of it for $15. I am hoping to just cut, sew the sides, hem the top and sew straps to it.
Another option - if you need something sturdier than paper bags - is Dollar Tree. Gift boxes or baskets are, of course, $1 each, then the "basket bags" are 2/$1. You can have a nice gift basket for less than $2, including tying the top, and some tissue inside.
I bought brightly colored and kraft paper bags from Walmart....and I used my Cricut machine to die cut cute shapes to decorate the bag. The paper bags were $1.88 for 8 (I think..not sure). I put two bottles of water in each bag, tons of snacks, and a newsletter. The bags held up just fine.
We got ours (clear, frosted with yellow tissue paper) from Nashville Wraps for extremely cheap! As mentioned before, there is a minimum quantity, but we have a lot of OOT bags to make and I'll give the rest to my mom for gift wrap for the future. We'll put a custom sticker that I'll print up on our own computer and these will only cost a few cents a piece.
I got our OOT canvus bags at http://www.cheaptotes.com/. They were $1 each and there was no minimum. I ordered 20 and have been really happy with them. I even used iron-ons to put our monogram and the date on them and it worked great (after two days, two meltdowns and finally figuring out that the iron needed to be hotter!!!! Hehe). I can't wait for everyone to see them!!!

anyone have great sources for budget girls to find OOT bags.
Paper bags are fine right? (not the grocery kind but cute handled gift ones)
