We sent them out to close family and friends, but didn't to the people we weren't 100% sure we would be inviting. Unfortunately, most of the latter can't attend, because they were already busy on our wedding day when the invitations arrived. STDs are a great idea for all your guests, in my opinion!
I would send it to everyone, if you're taking the time to create one, you may as well give all your guests the advance notice of the date. Plus you don't want people to feel left out, or worse, think they aren't invited to the wedding because they didn't get an STD and other people did.
Definitley out of town guests and everyone for sure if the wedding is on or near a holiday weekend or peak vacation time.
