If you want it, go for it. We only had 5 people at our court house wedding but I did send out mini invite things. If you send out save the dates are people going to expect an invite later and be confused when it doesn’t come?
Maybe you could include a line like “A formal invitation may not follow”

I would.  And you can always do informal invites particularly if you are going to eat afterwards. 

If I could’ve done w/out the invites, I would have.  Expensive and ppl threw them away.  You always do simple photo invites that include reception info afterwards.

Ummmm….IMO, just send some invites! Or you could send announcements after, but if you send a “save the date”, those same people will expect an invite.

Casual invites seem to fit the bill.

We sent little “top secret” invites to about 20-30 people.
