I'd say check on the seller's feedback - and take the time to read the comments (a lot of times vendors have feedback from other vendors from whom they have bought things, but Etsy mixes purchasing and selling feedback, so it's good to read and confirm).
After that, who "wow"s you with their work and their proposal?
i agree...read feedback and send some messages to potentials and see their response time.

I found a gorgeous bracelet and placed an etsy alchemy request. I got a ton of bids but how do you pick the best one? And suggestions for certain people or experiences with alchemy requests?
