Have you tried Oriental Trading? You can get them there with or without personalized labels for about $0.50 a piece, I believe.
I only needed a few so I ordered from www.bulkcandystore.com since the other candy that I wanted was available there. 48 of the 3oz whirly pops are $65.99. I'm not sure how that compares to some of the other sites that have been mentioned though.
Oriental trading it is! Much cheaper. I have to buy about 300!
