I would play around with different widths to see what looks appropriate, it might depend what size centerpieces you are planning, etc.
For the length, if you want it to go halfway to the floor add 30" to the diameter of the table (so 78" total). Tables are 30" off the ground, so you would get 15" hanging on each side.

I'm making table runners (26 in total) for my daughter's wedding next September. The tables are 48" round. Has anyone made runners for a table this size? I'm trying to determine the proper width and length.
