@GingerSnapped19:  Almost any linen rental business rents table skirts. Most often they are plain poly or satin, sometimes you can find a stripe. Your pic shows a separate tablecloth swagged at the top. Damask table skirting is fairly new but you could ask the rental place if they will bring it in.

These companies sell a damask table skirt but don’t offer it in rentals.

Try linen tablecloth.com they usually have these linens. I have saw these before on their site but, not sure if they still have them.

I’ve ordered all of my linens from linentablecloths.com, they often offer 30% off and always offer free shipping over $50.

I’ve bought all of my tablecloths, skirts, & chair covers from them.

The only thing I havent bought were my table runners, as they do not carry the rosette table runner.

@GingerSnapped19:  There is no sewing needed. You place the tablecloth, position the clips that hold the skirting on the edge of the table, apply the skirting(sticks with velcro). You then add the top cloth which can be the same or a different color and use clips you get from the party rental place to make the swags.

It’s also really pretty if you userhinestone clips or brooches to pin the swag in place.
