My advice is to find an LA company that will travel up. Then you have to find a place you can park it legally (e.g. off the street in a private parking lot).  SB and Ventura aren't yet hip to the zoning requirement changes that allow these types of trucks to operate. It can be done, just plan on parking it on private property.  Tons of LA trucks will make the treck at least to Ventura. 

Also, In and Out has trucks, and there may be some local non hispter taco trucks that do the job sites (not sure if that is what you want). 

Though on second thought, Solvang may be very tough. I would try Santa Maria, too.
