I’m in canada so I’m not sure what the small business act is, but here you don’t need to do any legal work at all to start a small business like you’re describing. If you really want to protect yourself, you could get extra liability insurance since you’re selling something that is consumed, but I think a lot of new business owners go without insurance until they are more established. We have a local non-profit called ‘small business bc’ that gives (more general) advice to entrepreneurs, look around to see if there is something like that in your area. Good luck!

Honestly I wouldn’t stress about it if you’re starting a smaller home based business (small for now!). Lots of people do it, and if you don’t have any business partners you should be fine.
