I found the netting at Pacific Fabrics and the local costume store. I needed a darker netting (ivory to gold) so it was a little harder than usual to find, but both stores were within a half mile of my house.
Edited to add: I just googled Knoxville fabric stores and found a ton of places that are likely to have it. Have you tried JoAnn's yet?
I got mine on Etsy for about $6+ shipping, but save-on-crafts has some as well.
Have you found a good tutorial for this? I've looked around, but haven't really found anything I am super excited about.
I bought a ready-made veil that was JUST netting (no clips) from Something Bold. I then attached it to the headband I wanted myself. Saved me the hassle of forming it to the right shape, so semi-DIY.
I just bought French veiing from hatsupply.com. French is softer than the Russian - it depends on what you want. I'm DIY-ing it, too. I found great instructions here: http://bit.ly/cb4WJx
I purchased mine from ebay..I just searshed french or russian netting. It was only $4!
I bought a kit off of etsy http://www.etsy.com/shop/10eisha it was $15 WITH shipping! They come in both white and ivory. The instructions were pretty easy, but it turned out too short for what I was trying to do. David's bridal has a blusher length one for $25 (also in white and ivory) that you could buy and then either keep as is or use the material. You can also Google Russian veiling and it brings up a bunch of site that you can order from.

I did exactly what Zooray said! Same etsy sller and everything. I wanted mine short, so it ended up being just what I hoped for!
I found that if I searched for Russian veiling I found a ton of options. I was searching something else before, maybe with netting, and had no luck.

i bought my russian netting at www.laceco.com. after reading about the differences between russian and french netting, i thought it would be stiff but it's pretty soft. i found this birdcage tutorial http://madebymaryann.blogspot.com/2008/04/birdcage-veils-and-how-to-make-one-part_20.html">here. looks pretty simple but i havent tried it yet.
