I'm not sure about at Jewish weddings but at most weddings I've been to, the Father of the Bride, the Maid of Honor and the Best Man all make toasts. At our wedding we had 5 "Best Men" so they all toasted us.
At most of the weddings I've been to just the best man and the maid of honor give a toast. I've been to a few where the the host (father or mother of the bride, groom and bride) gives a little welcome speech.
At my own wedding, my mother gave a little welcome, my aunt/godmother said a prayer, and our best man and maid of honor each toasted us.
All the Jewish weddings I've been to are kind of a free for all when it comes to toasts. Yes the best man and maid of honor have their toasts but then I've seen all four parents make toasts and Uncle Mortie, and etc etc. I think it just depend on how many people you have in your family that really want to say something and are ok with public speaking.

traditionally. who makes toasts and when? what about at jewish receptions?
