I would sew the tulle onto the lower part of the hoop skirt and it will give you that pop, plus you can always take it back off if it gets messed up or you don't like it.
I would sew it to the hoop skirt. It will also keep you cooler having a hoop skirt instead of a crinolin underneath.
I want to do the same thing with my dress so thanks for the ideas! :)

I havea hoop skirt for under my dress. But I also want colored cinoline.
do you think it would be possible to either wear a tulle crinoline over the hoop skirt and just adjust the hoop skirt to a smaller radius to even it out... or sew some colored tulle to the hoop skirt? or am i gonna mess everything up?
