IMO that's definitely something above and beyond most normal DIY projects, so i'd look into having a pro do it. You venue would prob want someone professional to do a job like that as it could be a huge fire hazard if you're also going to have a lot of candles around.
I'm sure you can ask you venue for a referral (i think vendors who do specialty lighting and uplighting or tenting can provide such services) and see what kinds of materials they use and then figure out if its worth the cost or something you can do yourself.

Would it be hard to do tulle drapping from the ceiling myself for our reception? We arent going to do it through the whole room. Our venue has wood beams, and there are wood beams that form a square around the dancefloor and I would love to drape tulle from the middle celing of the dance floor and have them fan out to the beams like you see on Platnum Weddings. Sorry if my explaining is confusing. Hope I didn't mess you up too bad.
