I did something similar and placed all my teen cousins together as well.  One fun item would be to have flapper headbands with feathers for the girls.  Also to have a special drink made up for their table.  Something fruity, and non-alchoholic that can be served to them, or have a pitchers of it for their table (depending on your set-up at the reception).

I like the idea of giving them items to make them "grown-up".  The idea of a non-alchoholic drink would be fun for them.  Be sure to have plenty of music in their "genre" played.  Have a tween meal available if possible – ex. rather than roast beef in white wine sauce (I know that doesn’t go together, but I was just winging it) serve something like flatbread pizza or chicken fingers, stuff like that. There are some activities online for fill-in-the blank games, do word searches or cross word puzzles.  They can either by wedding related or not – maybe you can find something Gatsby related.  Maybe you even put the book out, some of them may not know about it (or a synopsis)
