@Barbiestylez: Sometimes adding more layers just adds more weight and doesn’t make the skirt stand out more.

I think it will look beautiful with a mermaid petticoat.

Hmm if I’m understanding correctly, you want more volume? In which case you may ask for the “skit” or the bottom to have more gathers, this will add fabric without a crinoline and perhaps make the bottom look fuller. you may want to see what it looks like with only the overlay gathered first as it may be too much fabric if both underlay and overlay are gathered. Hope that helps, can’t make promises that’s what your after but that’s my though! Good luck, personally I think the dresses is lovely already but I think more volume might add that drama

Right then I stand by what I said, I THINK asking for more gathers (pleated, bunches, it’s what refers to what’s going on at the skirt/bodice seam) is it then. this will mean adding another panel to the skit part of the dress or recutting the skirt. since the overlay (that fabric layer on the top) is made of tulle( right? It’s kind of a mesh lacy fabric) she might be able to get away without having to recut the skirt. It would be best if she tried it first on the overlay, then see what you think. Anytime you add more fabric/gathers it can get bulky and there’s a limit to bulk you want, your overlay is the lightest and most visible layer and just adding fabric to it maybe enough.

You other option is a slip. By putting a petticoat or crinoline slip under it would push out the skirt however you are limited by the amount for fabric in the skirt as to how big the bottom will be- the slip will only make the dress as wide as the skirt circumference.

basically if you want the skirt bottom to look more pleated or like it has several layers ask for gathers on the overlay, then if you still aren’t happy ask for the underskirt to be gathered as well.

if you are just looking for a smooth fuller skirt ask about a built in slip/crinoline.

hope that cleared it up. I would maybe ask a second opinon. I went to school for fashion design and  have been sewing for over 10 years but this is your wedding dress. Maybe vist a local fabric store with pictures of your dress as is and with pictures of what you want and see if they have advice.

Good luck, I’m sure things will fall into place and you will look wonderful!
