Is your friend religious at all? She could call all the churches in the area that are the same denomination and see if they are available - usually churches are pretty cheap.
Looks like there is a chapel across the street from the courthouse that does weddings too.. might want to check that out.
Has she considered using a family home? If it's a small wedding, that might be easiest + cheapest!
What I have found really helpful for questions pertaining to a particular area is www.city-data.com ... not that I don't love weddingbee of course but there is a LOT of actiivty on that site and you can ask questions pertaining to pretty much any city in the US, and then a bunch of stuff outside the US as well.

A friend of mine had a reception here at the Bullis House Bed & Breakfast. I think it could work well for a small wedding.. but I have no idea how much it is and the info isn't on their site about events:

Is she wanting indoor or outdoor? I would think indoor because it's still plenty hot in September.
THink about all the hill country options too, with all the available Bed & Breakfasts. :)
If she's willing to do outdoor, I think that there are a couple Brackenridge park pavilions that are especially gorgeous. Maybe in the evening, it would be cooler.
Back in 1996 (!!) I was going to be married here:

It's a reproduction "castle" building /B&B. gorgeous. Indoor or outdoor. Back THEN it was brand new and very reasonably priced. No idea what it costs now, but your friend could call at least. It's just west of New Braunfels on hwy 46, and hard to find from the road. I looked at the pics and love how the gardens look.. when we were considering it everything was not yet established. So pretty. For a small wedding she might be able to get married on the stairs landing in front of the stained glass window. She should ask the owner if she calls. I remember when we were considering that place the staircase landing was one of the least expensive options. Here is a pic of the stairs:
