If there’s a place in the machine for it, then you put it in at the start — the machine wll empty it into the wash at the rinse cycle for you. It’s only if you have to do it mannually that you need to worry about waiting for the rinse cycle.

Pour it in before the load starts.  The machine knows when to add it to the load.

I use both dryer sheets and the liquid!  Like others have said, if your machine has a place for it, you are set!  If it doesn’t, you can buy a Downey ball (for about $3) that you put the softener in and then you just throw the ball into your wash – the pressure of the second spin cycle makes the ball open in time for the final rinse cycle.
