I voted San Fran, Orlando is miserably hot in the summer and Vegas can add up very quickly.
I'd say California too. I'm in Fl and summer is pretty awful b/c of the heat, plus it's expensive to do all the Disney parks. Vegas is also crazy hot and uncomfortable.
I live in SF and picked Vegas as my wedding destination. I'd pick SF in the summer though. Vegas is too smokin' hot unless you like sitting IN the crowded pool in 100 degree weather. You can always take your free flight into SF and rent a convertible for a trip to wine country or drive down the coast (Big Sur...all the way to Santa Barbara and back if you have time. It's incredible.)
Definitely SF. Like @Melini indicated, there's alot to see and do in SF and along the coast. I love SB because I spent my college years there and can't wait to spend a wkend there soon.
Vegas is just 2 damn HOT and I grew up in 100 degree weather. You definitely need the hook-up to get in the best clubs and pools. Don't get me wrong Vegas is great but I rather go to Miami in the summer.
I don't know about the cheap part since they all can get pretty pricey. Like the others, I would vote SF. It's such a cute town to visit.
No San Francisco, because I am from there and it's not so special nor exciting! I would much rather go somwhere like Boston or Orlando. Of course I love the Disney parks and the beaches(you could drive). It is fun, but I wouldn't take a vacation there(SF). It's more like a little trip type of place.
I've lived in Orlando, live in the South Bay area, vacationed in SF before, and have been to Vegas. Depending on what you do, they all could add up. However, you do NOT want to be in Orlando during the summer if you don't have to. Vegas is fun, but I think you'll enjoy yourselves more in SF :)

I love love love San Francisco. I went there on vacation a few years ago, and there was tons to see and do, plus great food. And it's gorgeous!
Alcatraz, the trollies, the parks... It's a ton of fun. And I second driving down the coast! It's gorgeous. And you're not too far from Yosemite and Redwood National Park if you wanted to drive. Ah, I miss California!
Whoops, I misread your post. I would go to Vegas because there is so much to do even if you don't drink or gamble (including side trips to the Grand Canyon). But def not in the summer--you'd be misserable!
I think Vegas is great on a budget. Definitely not Orlando, that's just a tourist trap. There's a lot to do in San Francisco too, but the accomodations would probably be more expensive.
Vegas is always our go-to destination. We even got engaged there.
I live close to Orlando and the PP's are correct... do not come here in the summer. Sweltering hot and sooooo many tourists.
I would love to visit San Francisco myself, so that's my vote!
I will always choose a place that is the least touristy...

DH earned a voucher for 2 flights to selected cities in the US and it expires this summer. The top 3 we picked are Las Vegas, San Francisco and Orlando. Where should we go?
We'd like a place with a lot to do for pretty cheap.
One consideration is that we live in Tennessee, so it might be concievable to drive to Florida someday, but we wouldn't ever drive to Vegas or California.
