There are quite I few restaurants in D.C. that have small private rooms that would work, BLT Steak for one fits up to 26. I think your best bet is to think of your favorite places to eat and see if they have a private room available.
tabard inn! i've actually been to 2 weddings there - one around 50 people, one around 20. they just use different rooms.
Do you think a restaurant is an ok place for the ceremony, too? I would love for everything to happen in one place. I met with Antrim 1844, but they were unwilling to give me a Saturday, saying they would only accomodate a wedding so small on a Friday or Sunday. I also talked to Tabard Inn, and though gorgeous, they are a bit out of our price range.

I was about to second the Tabard Inn, but I see that you have already looked into it. I thought that it might be a little beyond the price range you mentioned.
For other brides looking to have a small wedding, though, I can't recommend the Tabard Inn enough! I got married there a couple of months ago with a wedding of 35 people, and the Tabard Inn was beyond lovely. And they took care of absolutely EVERYTHING. I did not have to worry about a thing on my wedding day.
I think a restaurant is a fine place to do a ceremony, especially with a small number of people. I've been to weddings before where the ceremony was just done at the front of the room while people sat at their tables, and it was just fine. At the Tabard Inn I was able to use two rooms and do the ceremony in one and dinner in the other--perhaps another option that other restaurants may have.
Theres a super cute place in DC called CoCo Sala- they have a great gallery space that would be perfect for your event. I think the coordinator's name is Lauren, and she is super friendly. I checked it out for a party we were going to host but I dont remember the cost. Great place though (even just for some yummy chocolate treats!!)
Try Woodbury Kitchen in the Clipper Mill area in MD. There are great places for photos here. There is a cool glass studio next door to the restuarant http://www.corradetti.com/partyrental.html the rental is out of your price range but good pics.
The Flaghouse downtown Baltimore has a small room for about 50 people and it fits within your price range. There are a few places around depends on what your looking for. Feel free to PM me at kay@prestigiousoccasions.com and I will be more than happy to help you out with more locations.
Depending on where you book you also need to think about catering and decorations. But these are easy things you can rent for a small cost.

I've communicated with Lauren at CoCo Sala and she was totally great in every way (even though we decided against having a rehearsal dinner there). The food is great.
I also think Tabard Inn is amazing - they have a beautiful courtyard and it's very DC.
Also remember that there are certain monuments in DC you can get a permit to get married in front of. With so few people, depending on when you want to do it (April in DC is goregous), that might be awesome and then go to a restaurant or something like that. Just a thought!
@jindc: I second CoCo Sala. My engagement party was held there. Service was great and food was excellent. The atmosphere was quite cozy and romantic. I would caution you however. Saturday night is extremely BUSY and you feel crammed in. Thankfully my party started midday and we were exiting just as it was starting to get busy there.

Try That's Amore in Rockville. That's where I had my wedding! The food was AMAZING and they can "half" the banquet room downstairs so you can have a nice private area. I also had the ceremony and reception there and just had a minister come. It was absolutely perfect. Not sure what the price would be for a group so small but the food and venue is included which is nice!
We had ours at 2941 Restaurant in Falls Church, VA. It's rated one of the best restaurants in the area and the food was delicious. The food including cake is $75pp. (not including tax and grat) I don't know what their miniums are, but give them a call.

Hi--
I am currently planning a tiny wedding (16 people total, including us). We don't want to spend more than $1400 or so, including any rental fees. Any ideas on places in the DC / Baltimore / Annapolis / surrounding regions? We're hoping to pull this off by March or April 2011!
