Not many places list prices on their websites, but I found some places that have outdoor ceremony space and indoor reception. Some of them charge for linens or tables/chairs, but still come in under 4k even with the charges, so I included those too. Hope this helps!

Admiral Fell has a sister property called Henderson’s Wharf; it’s also at Fell’s Point but in a much less hectic corner, and it backs up to the water. I’d ask the Harbor Magic folks for info, same link as was posted above. The marina behind Hendeson’s Wharf is gorgeous, and there is also a garden/courtyard if you prefer more green. While I’ve not been to a wedding there, I’ve been to several other events and also stayed just as a guest, and it’s always exceptional.

I second Chase Court, although you have to rent chairs and tables, but it should still come in around your budget. We rented the Zoo mansion house for $3400 for 5 hours with chairs adn tables, and there is an outdoor ceremony spot for summer brides (ours is in Feb so we are staying indoors.)
