You could try www.save-on-crafts.com for something like shepherds hooks. I bought some wreath stands for around $6 each and they are free standing and have hooks to tie tulle and or pomander balls.
@kelly...rent or buy some stanchions. They should be available at most party rental places and are basically shepherd's hooks with bases. They have the "ugly" ones with the pull out straps or ropes used for crowd control and they also have decorative ones. My sister is using them at her ceremony and will have pomanders and tulle just like you described.

I agree to put them in planters. If you buy some planters, you could add in your own live plants and have a beautiful living reminder (and green too) of your wedding day after the fact!
Check out some gorgeous planter ideas (which would look awesome with a shepherd's hook in them) at nectar and company dot com! See their pics. They're an event design company that uses live plants moreso than just cut florals. I'm a huge fan.
I have a similar issue, the location is retarded, and said that i can't put them in the ground due to sprinklers, um you would think they know where the sprinklers run right? so due to this, i have to have either freestanding or put them in pots. I paid 1 dollar a piece for my shepherds hooks, so they are going in pots, cause i LOVE flowers, lol.

I love the idea of tulle and shepherds hooks with pomander balls. The problem is we have no grass for the shepherds hooks, and I can't find any that ae free-standing. Do they make hooks for chairs?
