I was going to suggest a fan program too. I've seen them made out of paper only, which is probably cheaper than buying wicker for everyone.
Thank you all for your comments and suggestions. Haven't found the idea that will help to set this wedding apart as one of the most unique. I have a couple more months to come up with a really good idea. Thanks again.

Some outdoor ceremonies are so hot, it's excruciating. So having the fan to use is a nice gesture for the guests!
i am thinking of buy the legal size paper and print the program on it. Then rolling it up and tying a ribbon around it and adding a silk rose down the roll. You can do something like that but add somethin other than a rose or anything that matches your wedding. Just an idea.
