It's very difficult to make the neckline and back higher. I think the only real way to do it is to add a piece of fabric to it to "extend" the dress upward. If you get a very good seamstress, he/she will probably even be able to make that look nice. That's the only advice I'll be able to give you. Sorry!
It's a gorgeous dress though. Alternatively, you may be able to find a seamstress who makes wedding dresses and can copy that for you with those alterations to the neckline!
A good seamstress could layer in a sheer layer of chiffon or organza and make it look like it was original to the dress. You could also add a lace insert. If you wanted it to be opaque and not sheer, I think that design is simple enough that a quality seamstress could copy it for you with the adjustments that you wanted. I know a good one in California who could do that. Let me know if you would like her contact information.

I found the dress of my dreams but need to make a few changes. Does anyone know or have any idea or think it would be possible to somehow make the neckline and the back higher?
I love love love this dress, but it's way too low for me personally.
