Here are some great places to visit: 
These are all in midtown near Herald Square (34th & Broadway)
MJTrim – http://www.mjtrim.com/ – the biggest source for ribbon.  There are tons of cool stores around that area including some bead stores next door, and another cool ribbon shop around the corner called The Store Across the Street.  That’s the wholesale jewelry/fabric district, so you can definitely find deals on things like hair accessories. 
Tinsel Trading Company – http://www.tinseltrading.com/ – has ribbons and crafts galore – Martha Stewart calls it her favorite store.
Regina B – http://www.reginab.com/ – has a gorgeous collection of wedding jewelry.  It’s a must stop – where I bought my wedding jewelry.  I believe it’s appointment only.
All these stores are located in the same area, and are walking distance.
Then head on down to Chelsea and walk down 18th street between 5th and 6th ave where you’ll have tons of paper stores.  Paper Presentation http://www.paperpresentation.com/, Print Icon, AI Friedman… Just walk over from Union Square. 
There are tons of Kates Paperie stores around Manhattan, and they carry high end craft type stuff.
