My only advice is to decide on a budget firs then pick a number for guest list and divide it 50/50, no one gets any extras under no circumstances.  You both need to talk about what you are comfortable with and compromise.

Totally start with your budget first! That sets the tone for what’s possible. Then get quotes to find out what’s available within your budget.

He has to compromise some how. My fiancee has a very large family and a lot of friends. We are cutting down the list by only inviting the people who have been in our lives the past year or year and a half.  

I would suggest finding out how many he wants then try to split the difference. So maybe try to aim for around 110 or 115 max.
