For a beautiful all-white tent with a garden outside my first thought is Chateau Bu-Sche. It's a little bit "Disney'fied" in that it is obviously made for weddings and not a real vintage mansion, but it is pretty. It's also VERY reasonably priced and they include things like linens so that also helps with the budget.
Are you considering the suburbs as well or just downtown Chicago? Also, is your $8k budget for the venue rental or are you looking for a venue that is inclusive of rentals, catering, etc.?
