Have you tried Tivoli Terrace in Laguna?  I think they have a few locations.  My friend had a very similar budget to yours and had her wedding there.  It was a really nice quaint place.

If you want the ceremony on the beach, but is open to having the reception somewhere else like a restaurant, then you can save a lot of money. You can just get a permit from the city to hold the ceremony at the beach for few hundred dollars, and rent some chairs from a rental company.

Also, if you’re still looking for a place I have to recommend the Newland House in Huntington Beach.  It’s EXTREMELY reasonable, outside…about a mile from the beach.  It’s just really beautiful.  I got married there last year, August 3, 2008.
