I would take him to small claims court and I would be firm.  There is a high probability you will end up with more than $200 and you would be taking a stand in supporting what is right.  

What are his reviews like… or was it a private individual that your photographer suggested?

You should send a certified letter stating all these things and that you will be taking him to small claims court if he doesn’t refund you, that might be enough for him to just give you all your money back if not small claims here you come

I would ask for the max.  It might scare him into just settling… plus the judge typically doesn’t give you more than you ask for so shoot for the stars.  It is principal more than anything else.  I understand the video was important to you… but no amount of money can get you want you want.
