People usually put a note, tourist information about the area, waters, snacks, etc….

It’s not technically “necessary” but it certainly is the hospitable thing to do for your guests who have travelled to attend your wedding.  Water and granola bars aren’t very expensive, I guess for me cutting costs when they are things that are intended for your guests’ comfort would be a last resort… if I needed to cut $100 I’d have scaled back on flowers or something before I cut favors & welcome bags, but that is just me.  Tons of people on here choose to cut favors, so obviously my opinion is not the popular one.

I think it is surely the hospitable thing to do. There are plenty DIY Out of Town ideas on here that are relatively inexpensive. Out of town guests make an extra effort to be at your wedding so giving them a little something extra is a nice way to say “Thank you”.

I don’t think it’s “neccessary” but it’s definitely the “considerate” think to do considering the cost of travel that Out of Town guests incur. You can put something together reasonably inexpensively.
