The shells would be cute. Otherwise, what about birdseed or something the birds can "clean up" for you.
I think shells would be beautiful! And they're inexpensive. Just make sure there aren't any with jagged edges because a person in flip flops could accidentally hurt themselves.
Are you walking in barefoot? If you are,I wouldn't want shells tossed no matter how small they are! lol.
Have you asked if there 's anything you're allowed to throw? When we were planning my daughter's wedding at an oceanfront resort with actual ceremony on the beach,we weren't allowed to have many things. No flames (torches) or any glass,and only artificial flowers if using any kind of arch, no electricity for music...it was pretty restricting. You may want to check if you have to get a permit where its being held. We had to notify the township if we were having a gathering of more than 10.
IA Snowflake: I thought of something 'edible' for the birds but feared being attacked by ruthless Seagulls!! I'm leaning towards collecting shells the night before and using those. Their shouldn't be an issue with the owner of the beach since we're just putting back what we've taken :-)
Why not just toss flowers? i don't understand why flower petals would need to be heavily cleaned if on a beach - a lot of beaches have wildflowers anyway..
I'd veto sand (it'll blow directly into everyone's eyes) and birdseed (disappear into sand and not be worth throwing) and shells (pointy!!!).

We have three flowergirls (ages 5, 6, and 7) and this weekend we purchased Nantucket baskets for them to carry. My daughter (the "Head Flowergirl) wants to 'toss' something from their baskets to kind of make an aisle for me to walk down since we're getting married on the sand. Flower petals would be too difficult to pick up after the ceremony so I was trying to think of something that wouldn't need to be cleaned up. We were on the beach this weekend and noticed it's covered in pretty rounded pink shells so possibly the girls could collect those before the wedding and toss them back on. Or maybe just sprinkle sand out of their baskets using a large scallop shell? Any other ideas?!?!? Here's the basket they'll be carrying.....
