I think it's up to you. For my SIL's wedding the usher's just wore suits and ties.
I've usually just seen suits, but it depends on how formal your wedding is.
It really just depends on what you want and what they can afford! Tuxes or suits would be fine. Don't worry about them not matching the groomsmen--you could always give them bouts so that everyone can tell they are part of the wedding party.
Ours wore the same thing as the GM, for the same reason you have - my brother was an usher and I wanted him dressed up nice for the formal portraits.

So our groomsmen and fathers will all wear tuxes, my brother will be an usher and I was trying to figure out what he would wear. Since he is my brother I want him dressed up, but typically do ushers wear the same attire as groomsmen?
