I would say, for me, it's been all the details. I have such a hard time making up my mind about the little things. Vendors were all pretty easy, and I knew what colors and basic theme I wanted before we even got engaged. But details! Especially my wedding day outfit. I changed my mind about my dress and bought a second one, I ordered a second pair of shoes (that are custom and I don't hold high hopes for actually getting them by the wedding) and I dyed a crinoline, didn't like the color and decided to have my mom make one from scratch. This stuff has been an almost constant headache since I started planning.
I think my hurdles were more about narrowing down a guest list and dealing with friends and family who wouldn't be invited to our teeny tiny wedding.
Other than budget, I would say pulling all the little details together and trying to make everything look cohesive. I'm such a visual person, and not being able to see everything in front of me, makes me really nervous.
Also, as artbee said, managing our guest list, and trying to deal with people questioning our decision to have a private ceremony, etc.
Guest list and tracking the money. And the week before the wedding was THE MOST STRESSFUL time of my life.
If budget were on there, I would pick that. And narrowing the guest list (because I have a crazy big family and our venue was limited)
Colours first. I went with a sage/moss green instead of the "in" colours.
Then the invites, photographer and then guest list.
The details are the worst. I have a huge to do list with all the details and it stresses me out if I think about it too much. The centerpieces are the worst because there are wayyy too many options!
Details.....I met with two florists today and at the first I was SO overwhelmed I don't think I said a work the entire time except um...........
She was a good florist i just couldnt make up my mind. And then I had to order the tux's (my fiance is out of town) and I just asked the guy at the store tp ocik out what he would wear!

Honeslty for me it's the vendors! We live in a large city, so we have tons of reputable vendors. I'm having trouble figuring out the right ones for us. The photographer is the worst. There are probably 50 to choose from.
As far as details, the season and venue narrowed those choices down significantly. We are getting married in December so that greatly influenced colors and flowers and the AMAZING venue alread had tables, chairs, linens, china, centerpeices and decor (lanterns, burlap overlays, candleholders, vases)
@ellabee: Ditto. I will decide on one thing, then see something else and totally fall in love with it.
@artbee: This! Small guest list has been the biggest issue so far.

Finding a nice one i can afford is very difficult! Everything is SO overpriced.
All of the above except selecting the vendors! They were the easist part and even that wasn't so easy. I went thru about 3 photographers before I found the right one and pricing caterers wasnt exactly a walk in the park either! Also, for more of the most difficult tasks: family and budget!!!
