I like to keep in mind that while father/daughter and mother/son dances are meaninful and usually emotional, they can also be boring for your guests. My point being, I would not do 2 diiferent whole songs. I would pick one song and switch part way through, or do a short medley of 2 different songs.
I suggest he start with his birth mother and switch to his step-mom. It seems to be a natural progression and would least likely cause hurt feelings.
@julies1949: That's true. I can definitely see how more than the two songs (one for me and one for him) can be very boring. Hopefully people want to get up and dance themselves.
I really like the idea of a medley of two songs. That way they both get their own song but it will not be 8 minutes of people just starring at them.

We have another deliema! My dad was almost not invited to the wedding (I'm just telling you this so you understand our relationship)...so there will be no father/daughter dance...though there will be a grandfather/daughter dance. My grandfather is walking me down the aisle, I think he deserves this dance.
Well, Mr. Wine-o has two moms. His birth mother who he did not really know until he was 18 but has since established a realtionship with and his step-mom, who married his dad when he was 6 years old a raised him. His relationship with his step-mom has not been as great the past few years. Well, not that there's anything bad that happened, they just don't talk as much.
Well, anyway, he loves them both as his mother. So what does he do for the mother/son dance? He wants to do one but just doesn't know what to do.
So what do you think? Two dances or half a song for one and half a song for the other? Or do you have a completely different idea? I'd love to hear it! PLEASE!
