I had a girlfriend get married recently and had a similar budget. You can make it work and her wedding was awesome!
Here are some ideas and things she did:
Dress: ~$50 @ the David's Bridal sale. alterations were done by her grandma
Venue: fiances parent's back yard. They used chairs from their church for free
Reception: local reception hall. Catering by a local, small restaurant
No BMs or GMs
Flowers: bought from local farmers market and put together by her friends
Decor: DIY!
Intivations: DIY and very simple. RSPV to an email account
Good luck!
You'll have to have a free venue... your house or a friend's house/back yard. Do a casual summer wedding, buy a destination dress (you can find really cute dresses for less then $300). Do a potluck reception or a bbq reception. Get a cake from the grocery store (you'd be surprised how nice some are!). DIY everything.
It won't be easy... but what is important is that you'll be MARRIED! :)
