Yup..definitely say a dress...this is what i wore to my bridal shower..

coaktail or party dress, not to short, but something that will make you look awesome, nice and confortable
Wear whatever you want, be it a dress or a dressy top with slacks. Not everyone is comfortable in dresses so wear looks nice that you are most comfortable in.
