I think so ... but me and DH gave our gifts during getting-ready time so the photogs got pics of them being opened!
Typically at the rehearsal dinner. I'm having a destination wedding, so I'm giving my gifts out at the end of my shower.
Like most things wedding related, there is no one stock answer. Customs vary by region and culture.
Where I live, it is at the rehearsal dinner that gifts are given. The gifts themselves also vary. Here it is customary to give something lasting, like jewelry, cufflinks etc.

The plan was to give them to each person quietly instead of making a big presentation out of it, but we were giving so many gifts that it kind of occupied the center of attention for everyone for a few minutes anyway. I thought that worked out well. We gave our parents their gifts at that time too.
I have mainly been given the gifts during the rehearsal dinner. I was in a destination weddings and was given my gift at the beginning of that weekend. I really think you can give it whenever you like!
