hey surgie, it looks like victoria secret's "sexy little things" collection. but i'm not sure that particular one is still available.
Definitely is Victoria's Secret. Not available through VS anymore, but I noticed there are a size small and medium available on ebay.

Does anyone know where to find the cute blue undies pictured on the Bride's Cafe blog (Real Wedding Jen & Mark, Aug. 6, 2008 post) The undies are blue with "I Do" printed on the back - the "I" is dotted with a diamond ring. The brand logo is there - but too tiny for me to read.
