Try Fiesta Resort in Tempe -
it sounds hokey, but they've recently remodeled their ballrooms and they are actually pretty nice. their pricing is probably the best that i've seen and the ballroom lobby is LOVELY.
I know a florit in Phoenix that did a great job at my brothers wedding and is knowlegeable aboout Indian Wedding. If you want more information let me know. They were rather reasonable as well according to my brother.
