I bought mine off etsy. They are really inexpensive there and the sellers are so talented!
I worked with glamgal.com She is wonderful to work with, if you dont see what you want email her and she can make it. It takes a few days for her to email you back but her work is wonderful and she is so nice.
I would have recommended ebay, but since you said "except ebay"...
You could always make it yourself! Tulle is insanely cheap, and they have some sewing patterns out there for some of the more traditional styles (i.e. fingertip length with blusher, etc). The hardest part is cutting it straight and finishing the edge. Gathering it at the top is as easy as weaving a piece of clear thread across the tulle and then pulling it tight to scrunch it up. You can get the comb at just about any craft/hobby store, and top with a broach or silk flower.
This place will send you free samples. It took less than a week to get them, but I haven't taken them anywhere to compare. I plan to soon since I don't know the first thing about veils.
I got a great chapel length one from heknowsmyname on etsy. I think it was about $70. Good luck!
Ugh, veils are so expensive! I was shocked! I lucked out because my mom asked me if I'd wear her veil. My "something old" =)
ETSY! No joke, you need to go there. XolBridalBoutique is easy and fast to work with.
veilshop.com
They have a big selection, as well as videos explaining the differences between veils and veils in general (I knew NOTHING going into it, other than that I did not want to spend $200+). They have a great return policy so you can order a few options and return the ones you decide not to keep. Great customer service too.
Just to give an idea, my veil cost $40 (plus shipping).
I wish I would have known about etsy before I bought mine... it was $200 from the bridal shop and nothing special. I mean, it is pretty but I could have gotten something gorgeous at etsy for half the price!
I know you said not ebay... BUT there are places that make them brand new, like that sell them online on ebay and as well as in a store somewhere I got mine on there because I basically wanted just a simple fingertip 1 tier beaded edge veil and got it for $23 for shipping and everything!! its just tulle!!!
Highly recommend Marisol on etsy! http://www.etsy.com/shop/MARISOLAPARICIO
OOo Esty looks GREAT! I found a veil I love and they even do custom veils too! So I'm going to be adding some crystals to it to spark it up!:) Thanks girls!!
Now, where to find a nice tiara! Don't really like any of them on Esty but I'll keep looking on there, any suggestions?
I got mine form heknowsmyname on etsy. It was 79$ for a cathedral length 108"-wide vein with blusher. Pretty sweet deal.
I know you said not ebay as well....but thats where i got my ivory (NEW) cathedral veil for 26.00 (with shipping and taxes....) it was GROGEOUS...but a little to long...so i sold it and bought ANOTHER one for 19.99 off ebay and it had crystals scattered through it (NEW) and I love it as well!
I got mine on clearance from the bridal salon that I got my dress. It is a beautiful fingertip mantilla veil for only $90. I wasn't even considering wearing a veil until I saw this one. Just look and call around. You never know what you can find.
I like the idea of "something borrowed"; borrow one from your best friend, matron of honor or mom, or someone who got married if you can. I kind of wish I did this; thought of the idea after the card swipe. :)
Go to the wedding aisle at your local craft store. Most of them carry veils in a different range of styles and last time I check I think they were about $20. If you find the style you like you can always dress it up by adding some beading or lace.
I suggest that before taking any decision about how much a veil should cost you get some education on what is available (don't stop to the "standard" Bridal Illusion and birdcage veils!!!), and especially on why they cost "more than 100". It's not always a rip-off!!!
Remember, a veil complements your beautiful gown. Would you wear your gown with flip-flops? Then why setting for a cheap veil???
I used veilshop.com. They were super easy to work with and the prices were great. I bought 2 so I could try them on with my dress, and I returned the one I chose not to keep. Single layer, cut edge, white, waltz length for $44.
I got mine from occanseydesigns.com which I found out about here on weddingbee :) You can design your own veil so in that way, you can control your budget. I also used a 10% coupon that I found on the internet, my veil was definitely less than $100. Hope this helps!
www.valuveil.com has them really cheap as well. I know this is late, but thought I'd respond anyhow!! :)
My dressmaker made mine and charged me $50 for it.

Hey!
Got my beautiful dress now, just wondering where I could get a nice new veil that's not over the top expensive (like over $100!) Any good online stores that are decent? (besides ebay and the usual second hand places!) I'm also looking for a tiara! Are there such things as kits for both of these? or maybe just a tiara kit?
