fashion crimes on queen west has some really cute ones. also, if you go to the blue banana in kensington, there is a booth there called le petit chapeau (i think she has a website too, i have her card somewhere but i have to dig around for it) that has some cool ones. they're a bit pricey, but they're handmade and gorgeous.
I'm not sure if I was at Fashion Crimes but on Queen St. between Spadina and Bathurst there are some pretty cool stores for hair accesories.
There's a really fabulous custom/small designer headwear store in my neighbourhood! I haven't been in because the hours are somewhat irregular, but every time I walk by I stop and drool and leave smudgy nose prints on the window. It's THAT good. :)
I can't think of the name of it! BUT I can tell you where it is... it's on the West side of Bathurst, between Bloor and Dupont (closer to Dupont). If you came to Bathurst and Wells and walked North towards Dupont on the West side, you'd see it for sure. I know it seems like a strange neighbourhood to have a shop like this, but trust me, it's amazing!!!

I went by Fashion Crimes yesterday, they have a wonderful assortment of feather/netted headpieces (mostly headbands with feathers/beading or hats with netting) but no birdcage veils unfortunately. I still have to check out le petite chapeau.

This may be a little late, but I found some birdcage veils in Toronto this weekend! Stella Luna (south side of Queen St. West almost at Roncesvalles) has some vintage birdcage veils. I had to ask at the counter for white ones, but she brought out a whole bag of them! Unfortunately they were a little too vintage and old for what I was looking for, but they only cost around $10-14.
The best place I found though was Sussman's Bridal Supplies on the North side of Queen St. West between Bathurst and Spadina. They sell the birdcage netting there for $8/yd and will even do custom veils for you for around $80.

I second Sussman's Bridal Supplies. Not only am I getting my veil custom made there (much cheaper than any bridal store I've seen), my bridesmaid's are all getting black birdcage veils made there.
How did your search go? Where did you find the best ones? I am heading out on the same shopping trip shortly :)
I ended up getting mine custom made from Sussman's Bridal Supplies. You can also choose from a huge range of cips/brooches that can be incorporated as the fastener part into your hair.
